Regular Council Meeting, 4/4/18

City Council met for its first regular meeting of April on 4/4/2018.  The meeting kicked off with a very interesting presentation by Police Chief Mathis on the new body camera program the department has been investigating.

There were a number of first readings of proposed ordinances including:

  • Grant Request to Fund Three New Full-time Firefighters (SAFER Grant) (Emergency Clause)
  • Springdale Commerce Park PUD Plan
  • Crescentville Road Improvements (Emergency Clause)
  • Glensprings Drive Aprons Resolution

As always full agendas and minutes are available on the Springdale site.  This post will just touch on some highlights.

Grant Request to Fund Three New Full-time Firefighters (SAFER Grant) (Emergency Clause)

This FEMA grant program – SAFER – (Staffing for Adequate Fire and Emergency Response Grants was created to provide funding directly to fire departments to help increase “front line” firefighters.   The program can be used to fund increased staffing offsetting payroll costs of the increase.  With ongoing challenges staffing part time firefighters additional full time staff could have a big impact on current firefighter overtime demands.  The emergency clause was included here due to the short time before the date applications were required and as this is related to ongoing staffing considerations at the department.  The proposed ordinance which passed 7-0.

Crescentville Road Improvements (Emergency Clause)

Residents may not realize that Crescentville Road maintenance is split between multiple government groups depending on which lane of traffic you are in.  Near Heritage Hill the northern lane belongs to Butler County while the southern lane in that area are Springdale’s responsibility.  Butler County and Sharonville have approached Springdale with the intent to expand the roadway between the City and County to add an additional Westbound lane (toward I-275).  Springdale is working to obtain regional improvement grants to offset a portion of our share of the project and the work is not slated to begin for 2-3 years.  The close bid / contract date required the emergency clause for action though the discussion on this item has spanned several meetings.  This passed 7-0.

Springdale Commerce Park PUD Plan

The redevelopment plan for had its second reading (and public hearing) where the developer and several residents presented  in support of the updated plan.  For more on past questions on this development (and pictures) see this link.  This passed 7-0.

Glensprings Drive Aprons Resolution

As has been the practice as road repairs have progressed through Springdale ahead of the work beginning the Public Works reviews the driveway aprons connected to the new curbs and rehabed roadways.  Just as the roadwork is a significant expense for our city, replacement drive aprons can be a significant expense.  To help with the cost the road rehab contractor includes low cost repair services managed through the city bid available for the affected homeowners.  Letters will be going out shortly and keep in mind that the Home Repair Program  may be able to offset a significant amount of the cost (up to $1,000) – subject to household income limits.  If you have questions about your options please do not hesitate to reach out to me or the City Administration.  This passed 7-0.
